No. 01-5 Alpha No. PE CS AGBAQ - December 10, 2001

This opinion is issued at the request of Executive Director Troy Eid, of the Colorado Department of Personnel/General Support Services. It considers the legality, without a vote of the People, of certain multi-year contracts to be used to finance the acquisition of motor vehicles for the State's fleet.

This opinion is issued at the request of the Colorado Secretary of State, Donetta Davidson. It addresses the respective powers and duties of the Central Information System Board and the Secretary of State with regard to the filings necessary to perfect security interests in personal property and fixtures.
