This opinion, requested by Ken Cole, the director of the Mental Health Institutes, Colorado Department of Human Services, Office of the Behavioral Health and Housing, concerns the extent to which federal law allows the Colorado Mental Health Institute at Pueblo to notify outside authorities, including media and public schools, when forensic patients escape or when patients elope, and to what extent the Colorado Mental Health Institute at Pueblo can provide current threat assessments when patients escape or elope.

This opinion, requested by the Director of the Colorado Governor's Energy Office, concerns application of Colorado law to interconnection agreements between cooperative electric associations and their customers who install renewable energy systems.
