Summary
In accordance with the above principles of statutory construction, it is my conclusion that the term gambling found in section 12-47-128(5)(n)(I), C.R.S. (1984 Supp.), means the same as the term gambling found in section 18-10-102(2), C.R.S. (1978).

Quorums at Lottery Commission meetings conducted by means of telephone conference calls

Summary
A quorum of the Lottery Commission may be established by telephone conference call when an emergency situation exists. This practice should not be repeated by other agencies and commissions who are not otherwise exempt from the Open Meetings Law because it would be violative of the purpose and spirit of that statute.

Summary
Each of the seven accounts discussed is entitled to separate federal insurance coverage even though the state treasurer is the official custodian for all seven. Each account is attributable to a separate public unit.

Summary
The commission is authorized to promulgate diesel automobile exhaust standards for new vehicles which are identical to the California standards, and to make such standards enforceable throughout Colorado.

Felony convictions under the lottery statute

Summary
The Lottery Division may not revoke a lottery sales agent's license or deny an application for a license, until all direct appeals of a conviction have been exhausted. If the conviction is upheld after completion of the appeals process, the Lottery Division must revoke the sales agent's license or deny the application for a license.
