Attorney General John Suthers Announces 44-Count Felony Indictment In Worker’s Compensation Fraud Case

DENVER - Colorado Attorney General John Suthers announced today the indictment of Verna Ray Brown, 49, and Rodney Glenn Fessenden, 39, both of Greeley, and Nicole Ray Brown, 22, of Denver, operators of Full Spectrum Staffing and its predecessors, for violations of the Colorado Organized Crime Control Act, forgery, influencing a public official, and other crimes. 

The felony charges were filed Friday in the 19th Judicial District in Greeley after a statewide grand jury handed down a 90-page indictment.  Verna Ray Brown and Fessenden were arrested in Greeley on Friday and charged with 44-separate felonies.  Nicole Ray Brown remains at large and is believed to be in the Denver or Greeley area. 

The indictments stem from a three-month investigation of Full Spectrum Staffing for allegedly forging worker’s compensation coverage certificates for its laborers.  These documents were allegedly submitted to city governments and Full Spectrum clients as proof of insurance coverage, thereby exposing workers, government agencies and small businesses to massive financial liability for workplace injuries.  The investigation uncovered forged documents dating back to 2003.      

“This was a deliberate and large-scale attempt to avoid paying insurance premiums and to undercut other legitimate businesses,” said Suthers.  “I am pleased that we were able to obtain these indictments and that this criminal enterprise was shut down today.  Would-be criminals are on notice that stopping insurance fraud is a top priority of the Attorney General’s office.”

Since 1998, Full Spectrum Staffing has also done business as 3B Enterprises, Inc., Recruitment Specialists, Inc., Absolute Staffing Solutions, Inc., and Special Staffing, Inc.

As in all criminal indictments and arrests, the parties named herein are presumed innocent until proven guilty in a court of law.
